WIOA further engages the YouthBuild program by making it a required One-Stop partner, providing the opportunity for YouthBuild to share its expertise in serving out-of-school youth. In Fiscal Year (FY) 2017, DOL hopes to award approximately 80 projects across the country. Vision 21: Linking Systems of Care for Children and Youth State Demonstration Project
Lead applicants must partner with a collaborative body/network of stakeholders that includes representatives of state government, victim services, law enforcement, health services (physical, mental, and behavioral), juvenile justice, courts, judges, educators, and other state, tribal, and local entities. Partners should collectively have expertise in victim services (including victim compensation), child and youth victimization, child welfare, juvenile justice, law enforcement, mental health, law (as it pertains to this population), information technology, and other key components identified by the applicant. The Office for Victims of Crime (OVC) may elect to fund applications submitted under this FY 2017 solicitation in future fiscal years, dependent on, among other considerations, the merit of the applications and on the availability of appropriations. This solicitation aims to address child and youth victimization through competitively awarded state-level demonstration projects that will bring all relevant systems and professionals together. This approach will ensure that every child entering these systems is assessed for victimization, that children and their families are provided comprehensive and coordinated services to fully address their needs, and that practices and policies are established to sustain this approach long term.
