Office on Violence Against Women’s FY2024 Sexual Assault Services Culturally Specific Program
This funding supports nonprofit organizations that focus primarily on culturally specific communities and have experience in the area of sexual assault or who partner with an organization having such expertise. The goal of the SAS Culturally Specific Program is to establish, maintain, and expand sustainable, culturally appropriate services that address the unique needs and challenges of victims of sexual assault from culturally specific communities. Intervention and related assistance may include:
24-hour hotline services providing crisis intervention services and referral.
- Accompaniment and advocacy through medical, criminal justice, and social support systems, including medical facilities, police, and court proceedings.
- Crisis intervention, short-term individual and group support services, direct payments, and comprehensive service coordination and supervision to assist sexual assault victims and family or household members.
Information and referral to assist the sexual assault victim and family or household members. - Community-based, culturally specific services and support mechanisms, including outreach activities for underserved communities.
- Development and distribution of materials on issues related to the services described above.

Employment and Training Administration’s Growth Opportunities
The purpose of this program is to introduce and prepare justice-involved youth and young adults for the world of work and put them on a path to more equitable career opportunities, through placement into paid work experiences. In addition to paid work experiences, the program encompasses occupational education and training in in-demand industries, leadership development, a mentorship component, and placement into unsubsidized employment and/or education.

Office on Violence Against Women’s FY 2024 Transitional Housing Assistance Grants for Victims of Domestic Violence, Dating Violence, Sexual Assault, and Stalking Program
This funding supports programs that provide 6-24 months of transitional housing with support services for victims who are homeless or in need of transitional housing or other housing assistance, as a result of a situation of domestic violence, dating violence, sexual assault or stalking; and for whom emergency shelter services or other crisis intervention services are unavailable or insufficient. Funds under this program must be used for one or more of the following purposes:
- Transitional housing, including funding for the operating expenses of newly developed or existing transitional housing;
- Short-term housing assistance, including rental or utilities payments assistance and assistance with related expenses such as payment of security deposits and other costs incidental to relocation to transitional housing; and
- Support services designed to enable a minor, an adult, or a dependent of such minor or adult, who is fleeing a situation of domestic violence, dating violence, sexual assault, or stalking to (a) locate and secure permanent housing; (b) secure employment, including obtaining employment counseling, occupational training, job retention counseling, and counseling concerning re-entry into the workforce; and (c) integrate into a community by providing that minor, adult, or dependent with services, such as transportation, counseling, childcare services, case management, and other assistance. Participation in the support services shall be voluntary.

Substance Abuse and Mental Health Services Administration’s Screening, Brief Intervention, and Referral to Treatment (SBIRT)
The purpose of this program is to implement the screening, brief intervention, and referral to treatment public health model for children, adolescents, and/or adults in primary care and community health settings (e.g., health centers, hospital systems, health maintenance organizations (HMOs), preferred-provider organizations (PPOs) health plans, Federally Qualified Health Centers (FQHC), behavioral health centers, pediatric health care providers, children’s hospitals, etc.) and schools with a focus on screening for underage drinking, opioid use, and other substance use.

Office on Violence Against Women’s FY 2024 Rural Domestic Violence, Dating Violence, Sexual Assault, and Stalking Program
This program supports efforts to enhance the safety of rural victims of domestic violence, dating violence, sexual assault, and stalking and supports projects uniquely designed to address and prevent these crimes in rural areas. This program supports projects that implement, expand, and establish cooperative efforts among law enforcement officers, prosecutors, victim service providers, and other related parties to investigate and prosecute incidents of sexual assault, domestic violence, dating violence, and stalking; provide treatment, advocacy, counseling, legal assistance, or other victim services to victims in rural communities; or develop or strengthen programs addressing sexual assault. In FY 2024, the new Rural Sexual Assault Nurse Examiner (SANE) initiative seeks to address the shortage of SANEs and sexual assault medical forensic exams in rural communities. This Initiative aims to enhance quality of care for survivors of sexual assault by supporting the creation of sexual assault medical forensic exam services in rural communities and increasing the number of trained SANEs in rural areas. Successful applicants will establish hospital-based and/or community-based programs that offer sexual assault medical forensic exams and sexual assault victim services using coordinated community response strategies.

Office for Victims of Crime’s 2024 Services for Victims of Human Trafficking
The purpose of this program is to develop, expand, or strengthen victim service programs for victims of human trafficking, including those that provide trauma-informed services. Applicants are invited to apply under five purpose areas.
- Developing Capacity to Serve Human Trafficking Victims: The purpose of these awards is to support: a) victim service organizations that have limited or no prior experience in serving victims of human trafficking, and/or b) victim service organizations that have limited or no prior experience in receiving direct federal funding to serve victims of human trafficking.
- Comprehensive Services for Human Trafficking Victims: Awards will be made to victim service organizations with a demonstrated history of serving human trafficking victims with a comprehensive range of direct services. The purpose of these awards is to enhance victims’ access to the diverse services that victims of labor and sex trafficking often require to address their needs.
- Legal Services for Human Trafficking Victims: Awards will be made to organizations with a demonstrated history of providing legal services to victims of human trafficking. The goal is to increase the quality and quantity of legal services to assist victims of all forms of human trafficking.
- Economic Empowerment, Education, and Employment Services for Human Trafficking Victims: Awards will be made to organizations with a demonstrated history of providing economic empowerment, education, and/or employment services to victims of human trafficking. The goal is to increase the quality and quantity of these services to assist victims of all forms of human trafficking.
- Behavioral and Physical Health Services for Human Trafficking Victims: Awards will be made to organizations with a demonstrated history of providing behavioral (i.e., mental health and substance use) and physical health services to victims of human trafficking. The goal is to increase the quality and quantity of behavioral and physical health services to assist victims of all forms of human trafficking.

Office for Victims of Crime’s Integrated Services for Minor Victims of Human Trafficking
The goal of this program is to provide services that address the needs of minor victims of sex and labor trafficking through a continuum of trauma-informed, culturally responsive, and gender-responsive services to ensure their safety, security, and healing and to prevent them from being directed to or involved in the justice system. Eligibility for services under this grant are limited to victims who were trafficked and began receiving services while under age 18; however, receipt of services can extend beyond the age of 18, as needed. OVC expects to make up to 13 awards of up to $950,000 each for a 36-month period of performance to begin on October 1, 2024.

Office of Juvenile Justice and Delinquency Prevention’s Second Chance Act Youth Reentry Program
With this solicitation, OJJDP seeks to address and improve the reentry and recidivism challenges encountered by youth returning to their communities from juvenile residential or correctional facilities.This solicitation provides funding for two categories—Category 1: Improving Youth Reentry and Category 2: Strengthening Community-Based Youth Reentry Programs. The goals of the program are to promote positive youth outcomes and increase public safety by decreasing recidivism among youth following release from a juvenile residential facility and coming back to their community. The objectives of Category 1 programs are to identify and address the needs of youth returning to the community and develop and implement comprehensive pre-and post-release reentry plans, to include case management as well as identification and coordination of appropriate community-based programs as they return to their communities following confinement. The objectives of Category 2 programs include the implementation and/or expansion of community-based reentry programs and services that demonstrate partnerships with corrections, parole, probation, and other reentry service providers. These partnerships should develop and implement comprehensive, pre-and post-release case management plans that directly address youth’s identified needs, as determined by validated risk and needs assessment tools.

Center for Disease Control’s Drug-Free Communities Support Program
This funding supports the efforts of community coalitions who work to prevent and reduce substance use among youth.The program has two goals:
- Support community coalitions that work to prevent and reduce substance use among youth 18 years and younger by establishing and strengthening collaboration among communities, public and private nonprofit agencies, and federal, state, local, and tribal governments.
- Reduce substance use among youth and, over time, reduce substance use among adults by addressing the factors in a community that increase the risk of substance use, and promoting the factors that minimize the risk of substance use
This funding supports applicants who have never received Drug-Free Community funding.

Office for Victims of Crime’s Preventing Trafficking of Girls
This program supports prevention and early intervention services for girls who are at risk of, or are victims of, sex and/or labor trafficking. Services may be provided to girls and young women up to and including age 25. Consideration of the unique needs of LGBTQI+ individuals is encouraged. Additionally, due to the high rates of trafficking reported among certain populations—specifically Native Hawaiian, American Indian/Alaska Native, Black, and Latino populations—organizations primarily serving these communities are encouraged to apply.

Office on Violence Against Women’s Grants to Engage Men and Boys as Allies in the Prevention of Violence Against Women and Girls
This program supports efforts to create educational and community-based programming designed to encourage men and boys to work as allies with women and girls to prevent domestic violence, dating violence, sexual assault, stalking, and sex trafficking.

Office on Violence Against Women’s Grants to Prevent and Respond to Domestic Violence, Dating Violence, Sexual Assault, Stalking, and Sex Trafficking Against Children and Youth Program
This program supports comprehensive, community-based efforts to develop or expand prevention, intervention, treatment, and response strategies to address the needs of children and youth impacted by domestic violence, dating violence, sexual assault, stalking, and sex trafficking. Funds under this program must be used for one of the following purposes:
- Providing services and Training to Address Children Exposed to Domestic Violence, Dating Violence, Sexual Assault, Stalking, and Sex Trafficking (within ages 0-10).
- Creating Safer Communities for Youth: Prevention, Intervention, Treatment, and Response Services for Youth Impacted by Domestic Violence, Dating Violence, Sexual Assault, Stalking, and Sex Trafficking (within ages 11-24).
- Providing School-Based Services: Prevention, Intervention, and Response to Dating Violence, Sexual Assault, Stalking, and Sex Trafficking (within ages 5-19).

Office of Juvenile Justice and Delinquency Prevention’s Opioid Affected Youth Initiative
With this solicitation, OJJDP seeks to support the efforts of communities to develop prevention and intervention responses that identify, respond to, treat, and support children, youth, and families impacted by opioid use and other substance use disorders. OJJDP asks applicants to integrate youth and family partnership strategies into projects and partner with law enforcement, education, mental health service providers, child welfare agencies, community health agencies, and community-based organizations that address the needs of individuals and families experiencing substance use. OJP strongly encourages the use of data and evidence in program development for criminal justice, juvenile justice, and crime victim services.

Office for Victims of Crime’s Anti-Trafficking Housing Assistance Program
The purpose of this program is to develop, expand, and/or strengthen funded organizations so they can provide housing and associated support services to victims of human trafficking. Applicants are invited to apply under two program purpose areas:
- Purpose Area 1: Developing Capacity to Serve Human Trafficking Victims: The purpose of these awards is to support:
- organizations that have experience providing housing services but that have limited or no prior experience in serving victims of human trafficking,
- anti-trafficking organizations that have limited or no prior experience in providing housing services to victims of human trafficking, or
organizations that have no prior experience in receiving direct federal funding to serve victims of human trafficking.
- Purpose Area 2: Enhancing Scope of Housing Assistance for Human Trafficking Victims: The purpose of these awards is to support organizations with a demonstrated history of providing human trafficking victims with housing assistance and support services or that have a formal partnership with a victim service provider with demonstrated experience. Purpose Area 2 grantees will be expected to have or develop partnerships to enable survivors to access a variety of housing options in their community.
